摘　　要：福建省人民政府针对省情、水情和水能资源开发管理现状,2005年8月出台了《加强水能资源开发利用管理规定》,强调指出水能资源是水资源的组成部分,从而明确了水能资源的管理主体,提出了加强水能资源建管监督的政策措施。这一《规定》与2006年1月1日起正式施行的《可再生能源法》的精神相一致。《规定》出台后将有利于加强水资源统一管理、完善流域综合规划、维护合理有序的水电开发建设秩序。Management Regulations for Strengthening Water Energy Development and Utilization was issued in August 2005 by the Fujian Provincial People＇s Government, taking account the present conditions of Fujian Province, water sector and water energy development. It emphasizes that water energy is one part of water resources and clarifies the main managerial body of water energy and proposes policy measures for strengthening water energy development, management and supervision. The regulation has the similar contents with provisions contained in the Renewable Energy Law formally implemented in January 2006. The issue of regulation is beneficial to integrated management of water resources, comprehensive planning of river basins and rationally development of water and hydropower resources.
