我国煤炭企业安全投入与生产安全问题研究

摘　　要：根据相关统计资料,分别对某国有地方和某乡镇煤炭企业的安全投入与事故指标之间的关系进行了分析,并利用最小二乘法对该国有地方煤炭企业的安全教育投入与事故直接损失和该乡镇煤炭企业的安全总投入与事故发生频数之间的关系进行了回归分析,确定了其对应的函数关系.结果表明:安全投入(特别是其中的安全教育投入)与事故直接损失、事故发生频数之间均呈较明显的负指数关系.在此基础上,针对我国目前煤炭需求强劲和事故频发的现状,指出了我国煤炭企业安全生产存在的主要问题.According to related statistical data, the relationship between safety input and accident indexes of a state-owned coal enterprise and a town-owned coal enterprise were analyzed, and a more specific regression analysis of the relationship between safety education input and direct accident loss, total safety input and accident frequency of the two enterprises concerned were respectively made by the least square method and their homologous functions were established. The results indicated that, there are both negative exponential functions between safety input （especial.ly the safety education input） and direct accident loss and accident frequency. Based on the conclusions thus drawn, the main problems in safety production of Chinese coal enterprises were put forward with reference to the current situation of overwhelming demand for coal energy and the large number of serious accidents occurred in coal mines of China.
