摘　　要：有效的风险管理是企业持续成功的基础。针对成品油零售网络投资风险中的单站项目风险、企业网络风险和行业整体风险,逐一分解阐述,并特别就其中的制度风险和可控风险,提出相应的对策和建议。对单站项目风险,提出在组织体系方面,实行日常管理、支持控制、项目决策“三权分立”;在业务流程方面,实行事前、事中、事后的全过程管理,严把“八关”;在考核制度方面,推行“质量胜于数量”的目标导向和激励机制。对企业网络风险, 提出严格遵循“先市场计划、后网络规划、再单站开发”的投资模式;优化投资测算模型,引导投资方向和调节资金流向;调整项目投资标准,采用更全面、更科学的评价体系。对行业整体风险,提出积极开展以便利店为主体的非油品销售业务,扩大多元经营;牢固树立“低成本战略”意识,促进网络低成本扩张;构筑持续创新的企业文化,做行业进步的推动者,从而最大程度地降低成品油零售网络的投资风险,不断确立和强化企业在行业内的竞争优势地位。Effective risk management is the basis for continued success. The author describes single project risk, business network risk and industrial risk associated with a business's investment in the oil product retail network. He sets forth suggestions and countermeasures on the system and controllable risks. As for the single project risk, the author suggests the separation of routine management, support control and project decision-making in the organizational structure; the application of proper business procedures at all levels; and objectives and incentive mechanisms valuing quality over quantity. As for the business network risk, the author supports the investment model of 'market plan first, then network planning and then single development'. Further, the investment calculation model ought to be optimized to channel the investment direction and flow of funds; the project investment standards need to utilize a more comprehensive and scientific evaluation mechanism. In terms of industrial risk, the non-oil sales business ought to diversify into convenience and general stores; awareness ought to be heightened to promote network expansion at a low cost; corporate culture must include continued innovation and strive to be the driving force behind industrial development, so as to minimize its investment risks and sharpen its competitive edge in the market.
