摘　　要：随着经济的高速发展,城市交通问题也越来越突出,交通拥堵程度和交通事故率不断上升,建立先进的智能交通系统可以很好地缓解这一问题。本文介绍了一种城市交通监控与管理系统,以地理信息系统为基础,构建交通控制与交通信息数据管理为一体的城市交通监控指挥平台,根据静态和实时的交通数据分析预测道路交通状况,为交通管理部门提供技术支持,充分有效利用交通资源。With the high-speed development of economy, the transportation problem of our cities become more and more serious, the frequency of traffic jam and accident clime up fleetly,which can he solved through building advanced intelligent transportation system. In the paper we introduce a urban surveillance and management system, which creates an urban traffic platform of command based on GIS combining control data and signal data. The system provides support for ministry of communications and service for traveler according to the analysis and prediction of traffic conditions which is based on static and real-time traffic data,make best use of traffic resource.
