摘　　要：我国在工业化过程中经历了城乡关系失衡的二元经济发展结构,社会保障制度也以城市和农村为界划分为明显的两个板块。本文回顾了我国农村社会保障的发展历程,分析了我国农村社会保障存在的问题,并在此基础上探讨了我国农村社会保障的制度安排和政策建议。In the process of her industrialization, China has experienced the development of a binary economic structure characterized by an imbalanced relationship between the urban and the rural areas. As a result, the social security system of the country has been divided into two plates corresponding to the two areas. This paper makes a review of the development of social security in the rural areas of China, analyzes the existing problems in this aspect and puts forward some proposals concerning the institutional arrangements and policies for improving social security in China＇ s rural areas.
