行政法视野下参与型公共行政模式的构建分析

摘　　要：从宪政与政府再造两个层面阐述了公民行政参与的价值，分析了传统体制下中国公民行政参与的匮乏，认为现阶段我国仍存在着有效的社会参与机制不足的现象。以人文主义为精神核心的现代行政法，为参与型公共行政模式提供了理论与制度支持。This paper expatiates the value of people＇s participation in public administration from the perspectives of constitutional government and governmental reconstruction. It believes that there is a lack of people＇s participation in public administration in the traditional administrative system. Nowadays, the shortage of an effective social participative mechanism still exists in China. Modern administrative law is based on humanism and can provide theoretical and systemic support for the foregoing mode.
