摘　　要：本文阐述了在高校合并和扩招的新形势下,高校图书馆面临的新问题和新机遇,提出了在新形势下的高校图书馆的规章制度、文献信息资源、管理制度和服务的建设。This article expatiated the university merge under the new situation, the new question and the new opportunity, which faces by the university library, proposed the rules and regulations, the literature information resource, the control system and the service construction of the university library under the new situation.
