摘 要:提出一套定量化的水污染物允许排放量的公平分配方法。以平均分配和等贡献量分配作为基本的公平准则,考虑排污者的自然条件差异和合理利用自然降解能力的权利,同时结合排污者的类型和规模差异以及多个水质控制断面的共同作用,采用等满意度法求取公平解。研究结果表明,允许排污量与排污者的实际排放需要成正比,与水质影响程度成反比,有利于促使排污者的削减污染物和优化空间布局,按此方法确定的污染物排放量分配比较公平合理。A quantitative method for reasonable allocating the allowable waste released into fiver from different units based on equity principle is proposed. The equal allocation and equal pollution contribution are set as the basic equity principles. The differences of natural conditions among the units releasing the waste and the fight of utilizing the self-purification of water body are to be considered. On this basis, the equity solution can be obtained by using equal contentment approach according to the type of releasing unit and releasing amount. It is found that the allowable released waste is proportional to the real demand of the releasing unit and inverse proportional to the level of impact on water quality. This principle is beneficial to imple the releasing units to reduce the released waste and to optimize the layout of industry.
