摘　　要：“以人为本”是科学发展观的本质和核心、是经济建设的出发点和落脚点、是发展的目的。“以经济建设为中心”是达到这个目的的手段。坚持“以人为本”与坚持“以经济建设为中心”是完全一致的,“以人为本”的科学发展观是对“以经济建设为中心”的更高的完善和发展。The people-oriented idea is the essence and core of the scientific concept of development. It is also the starting point and purpose of economic development. Centering on the economic development is the means of attaining this aim. Persisting in the people-oriented concept and centering on economic development are consistent with each other. The people-oriented scientific concept of development is the perfection and development of the idea of centering on the economic development.
