摘　　要：东北经济由盛转衰,成为独特的经济现象。为此国家制定了东北老工业基地振兴这一战略。应用比较优势原理、保护幼稚工业和超保护贸易学说,论证了东北经济困境的历史成因和对策,进行政策分析并规划振兴战略的实施。The decline of the northeastern economy has become a kind of unique economic phenomenon.For this reason, the government has made the strategies of invigorating the old northeastern bases.The principles of comparative advantages, the theories of protecting the immature industry and super protectionism are applied to the findings of the historic reasons in older to seek the solutions to the difficulties in developing the old Northeastern Industrial Bases.
