摘　　要：土地制度一般具有保障、激励、配置、约束四项功能。我国当前土地制度的缺陷制约着土地制度功能的正常发挥,不仅不利于农民收入的增长,而且限制资本流入农业,成为阻碍农业科技进步的重要因素。因此,应以土地产权制度为中心,完善我国土地制度,以适应现代农业科技发展的要求。The general functions of land institution include ensuring, eneouraging, disposing and controlling.There still exist many restrictive elements in the rural. They may offect the increase of peasants＇ income and the now of rural capital thereby hindering agricultural science and technology progress. The paper holds that land institution should be taken as the center with the consummating land institution to achieve this purpose.
