中俄金融体制转轨:基本问题与发展路径

摘　　要：中国和俄罗斯经过多年的金融改革,大大改变了金融制度环境,取得了较大的成效。通过对两国金融体制改革路径的评析和中央银行改革、政府职能定位和金融市场存在问题等方面的比较,本文得出结论认为,必须增强转轨国家中央银行的独立性,从而有效保障央行货币政策目标的实现;必须从证券市场制度融资结构的变化对企业和金融中介治理结构影响的高度来发展资本市场;必须加快高质量的中小银行的组织建设,更好满足转轨国家中小企业的融资服务需求;必须加强转轨国家在金融转型进程中政府职能的重新定位。这是转轨国家金融改革必须合理解决的迫切问题,这对于加强我国金融中介重组和金融市场发展意义重大。Through years of financial reforms both China and Russia changed the financial institutional environment and achieved very good results. After analyzing the road of development of their financial institutional reforms and comparing their central bank reforms, government functional positioning and financial market problems, the article arrived at the following conclusions: 1. They must increase the independence of the sate central bank, so as to effectively guarantee the realization of the central bank's monetary policy; 2. They must develop the capital market from the height of the impact of securities market system's financing structural changes on the structure of enterprise and financial brokerage governance;3. They must speed up the high-quality organizational construction of small and medium-sized banks to better satisfy the needs of financing service of the small and medium-sized banks in their transition; and 4. They must strengthen the repositioning of government functions in the course of financial transition in the course of their transition. These are urgent problems to be rationally settled in the transitional countries. The co-authors consider these problems are of great significance to reorganizing China's financial intermediaries and financial markets.
