摘　　要：本文首先指出在国家财政投入科研经费的配置中存在“混同均衡”乃至“逆向选择”诸多不正常现象。并认为在国家财政投入的科研经费的使用过程中存在“道德风险”问题。然后从经济学的角度分析了这些问题产生的根源,最后提出了根治这些问题的对策。The paper firstly points out that ＂pooling equilibrium＂ and ＂adverse selection＂ have largely existed in allocation of scientific research funds government invests and ＂ moral hazard＂ has widely been presented in use of scientific research funds government invests. Secondly, the paper analyzes cause leading to the forgoing problems. Lastly, the author puts forward countermeasures for these problems.
