我国水利水电工程移民利益补偿机制改革思路及建议

摘　　要：本文从旧体制遗留问题、构建和谐社会要求和水利水电工程建设需要三个方面阐明改进补偿机制的必要性,在此基础上确定补偿机制的建立原则和初步构想,提出多途径构建补偿机制,包括:以土地换保障;构建社会保障体系和发展中土地增值的利益分配、库区生态移民战略、外迁移民安置;受益区优先原则、对口支援、缓解一次性投资压力;土地入股分期支付补偿等一系列可行的配套机制,进而分析补偿机制改革成本,并对其进行测算,再从新老政策衔接、移民社会保障制度的可持续两个方面识别改革风险,最后提出改革成本化解思路。The necessity of improving the compensation mechanism is illustrated from three aspects, such as leaving - behind issues by old system, the need of constructing harmonious society and water conservancy project. On the basis of that, the paper confirms the principle and initial suppose of compensation mechanism, puts forward multi - way to form compensation mechanism, which include land - for - safeguard, construction of social security system, interest distribution of increment land value, immigrant stratagem for the environment of reservoir, resettlement of the transmigrant ; the priority principle of beneficial regions, support by place to place, reducing the one - off investing pressure, disbursing the compensation of land stock by stages and other viable kit of mechanism. Then it can analyze, measure and calculate the reforming cost of compensation mechanism, identify the reforming risks from the linkage of new policy and former policy and the durative social security mechanism for the transmigrants, Finally, it puts forward the way to dissolve the reforming cost.
