摘　　要：外商直接投资对中国经济增长起到显著的推动作用,但也带来在特定行业的垄断、经济安全等负面影响。从制度转型的角度,人们应关注它对地方政府管理变革的影响,从而全面评价其作用。外商直接投资促进了地方政府管理理性化水平的提高,促进政府效率的提高。它是推动地方政府管理变革的国际化动力。Foreign direct investment （FDI） promotes China＇s economic growth greatly, while it has also brought some negative effects of economic security, industry monopoly, and etc. From the perspective of the reform of institution, much attention, as well as a thorough evaluation, should be paid to its impact on the reform of Chinese local government. FDI has enhanced the management and efficiency of the government, and has become the international impetus in the reform of Chinese local government.
