摘　　要：对我国国债发行与交易的基本情况进行介绍,并对我国目前国债立法中的若干问题进行必要的分析,包括:国债立法的独立性;国债的发行目的及用途;国债市场的分割与统一;地方政府的发行资格。This essay begins with the elementary introduction of the offerings and exchange of the Chinese state debt securities. The main emphases are the analysis of several legal questions of this bond. These questions are： the independency of the state debt securities legislation; the purpose and function of this bond; the separation and integration of the market of this bond; the local government＇s qualifications for the offerings.
