摘　　要：“转型”目前已成为一个热门话题。面对时代的变迁,面对行业发展的十字路口,转型是全球的电信运营商共同的战略抉择,中国的电信运营商也在寻找各自的转型方向。转型将涉及业务、网络、运营机制、监管环境等方面的问题,缺少任何一个方面的配合,企业的转型都将事倍功半。其中,实施监管转型,为电信业转型营造健康良好的环境是转型过程中不可忽视的一个环节。本文重点探讨转型环境下中国电信业的监管方式,文中从监管转型的必要性入手,研究中国电信业监管转变监管理念、调整监管职能的方式、方法,希望能为我国电信监管机构提供参考。Transformation now has developed into a hot issue from its sprout in 2004. Facing with the times variation and the situation of the telecom industry developing at the crossroad, transformation is the common strategic option of the worldwide telecom operators. Operators also join in this current trend and in search of their own way out. The transformation involves in many aspects of service, network, operating system and inspecting regulation system, etc., without even one＇s cooperation, the transformation will get half the result with twice the effort. Among them, the execution of the inspecting regulation transformation is considered as an unoverlooked step for building healthy environment for the transformation of telecom industry. This article mainly discusses the form of telecom industry＇s inspecting regulation under the telecom industry transformation circumstances, starting from the necessity of transforming the inspecting regulation, make a research of the form and methods of inspecting regulation transformation, the ideas of the inspecting regulation and the readjusting the function of inspection regulation as for China telecom industry, and in hope of making a references for China＇s telecom industry＇s inspecting regulators.
