摘　　要：管理不善、地方保护主义和农民防范意识不强是种子事故频繁发生的主要原因。对种子质量、经营者责任的认定与处罚,要依据国家有关标准和《种子法》。The bad management, the place protection doctrine and lack of guard consciousness, is the mainly reason of the multifarious occurrence of the seed trouble, affirm to have something to do with punish, wants to accord the nation of the seed quantity, the executive responsibility standard and The seed Law.
