论处置暴乱骚乱事件的战术方法

摘　　要：暴乱、骚乱事件虽然也是暴力性活动,却不同于其他群体性暴力事件,它不但具有自己的构成要素及特征,而且直接危害国家政权的安全和国家政治秩序的稳定。因此公安机关在处置暴乱、骚乱事件时一定要科学合理地使用警力,灵活运用各种公开的和秘密的战术方法。公开的战术方法有:快速机动、及时到位;封锁现场、控制事态;强行驱散;钳型合围。秘密的战术方法有:秘密跟踪,相机缉捕;秘密突袭,釜底抽薪;制造圈套,伪装诱捕;秘密录像,按图索骥;里应外合,前后夹击。Though riot. rebellion incident are violence activity, different from other colony incidents of violence, it not only has one＇s own composition key element and characteristic, but also endanger the security of the state power and stability of the national political order directly. So the public security organ must use police strength scientifically and rationally while handling rebellions, riot incident,use various kinds of open and secret tactics methods flexibly. The open tactics method has： Fast reserve, put in place in time; Blockade the scene, control the state of affair; Disperse by force;The pincers type is surrounded. The secret tactics method has. Follow secretly, the camera seizes） Attack suddenly secretly, take away the firewood from under the cauldron iMake the snare） disguise and trap;Secret video, try to locate by following up a clue）Act from inside in coordination with forces attacking from outside, converge from beginning to end.
