摘　　要：制约项目建设的第一因素是国家的产业政策,产业政策分为鼓励类、限制类、淘汰类以及允许类。环境评价工作需特别关注限制类和淘汰类内容。违反国家产业政策的单位将受到法律、行政处罚。The policy industry is the first factor to restrict to the project construction, for which is divided into serval groups such as the encouragement one,the restrain one,the eliminating one and the permission one.The groups of restrain and elimination are paid quite more attention in the environmental judgement.The units to break the state punished.
