发挥《曼谷协定》潜力 促进亚太区域合作

摘　　要：《曼谷协定》,作为亚洲最古老的区域贸易协议,与其他区域贸易协议相比,成员国内部贸易发展缓慢。2001年中国加入后,使之成为世界上人口最多、市场规模最大的区域贸易协议,增加了该协定在世界上的地位和影响,并使该协定重现生机和活力。目前,成员国也以中国的加入为契机,发起了振兴《曼谷协定》的运动。随着亚洲地区的区域和双边贸易协议持续增加,在新的国际形势下,《曼谷协定》要想发挥其在亚太区域合作中应有的潜力与作用,关键问题是自身的发展和壮大。为此必须进一步吸纳新成员、建立完善的组织机构、深化关税减让、拓展合作领域与空间。Bangkok Agreement, the earliest regional trade agreement in Asia, compared with other regional trade agreements, has lagged behind in terms of trade. However, with the entry of China in 2001, it has been very much revigorated and its status and influence has been enormously enhanced. Besides, it has also grown to be a regional trade agreement covering the largest population in the world. Currently the members of Bangkok Agreement, taking the entry of China as an opportunity, have launched a program of rejuvenating the agreement. With respect the fast growing number of regional, bilateral trade agreements in Asia, the central task of Bangkok Agreement should lay on self-reinforcement and self-development in order to exert its potential and influence on the cooperation of Asian and Pacific region in the new international environment. Therefore, it is necessary to enroll more new members, establish comprehensive institutions, tariff reduction program and expand.
