摘　　要：随着信息技术的发展,构建动态电子政务已成为一种趋势.传统解决方案由于本身存在的缺陷限制了其在这方面的应用。WebService作为一种新兴技术,具有良好封装、松散耦合等特点,为政府业务的一体化提供了一个可扩展的解决方案.本文介绍了动态电子政务实现的关键技术:WebService技术,阐述了动态电子政务的定义与内涵,设计了一种基于WebService的动态电子政务系统.With the development of IT, dynamic E-government has become a trend. With Web service,The traditional solutions are unfit for this field for their own limitations.As a new technology, Web Service has some characteristics such as well- encapsulation, loose-coupling, which offers an expanded solution for the integrated transaction processing. This paper has introduced the key technology to the dynamic E-government： Web Service technology, has explained the definition and intension of the dynamic E-government, has designed a kind of dynamic E-government system based on Web Service.
