摘　　要：本文分析了美国《技术、教育与版权协调法案》与图书馆相关的立法背景和主要内容,提出了在我国建立数字化环境下图书馆有限制的著作权豁免制度的必然性和重要性,并在此基础上探讨了该制度设计的基本原则和具体建议。The article analyzes the le TEACH Act, puts forward the inevita of copyright for libraries in digital envi and detailed suggestions in the process gislative background and main content related to library of bility and significance of providing limited exemption right ronment in China, and discusses the fundamental principle of devising the system.
