摘　　要：本文通过分析信息网络传播权限制条款(图书馆合理使用和法定许可)的合法性和正当性,探讨与图书馆有关的信息网络传播权限制条款实现多赢目标的可能性和积极意义,最后得出一个结论:在保护信息网络传播权的同时适当对其限制,是为公众在网络世界开一扇窗。This paper analyses the validity and justice of the limit items of the right of information network transmit such as library＇s fair dealing and statutory permission, explores it＇s mighty significance, at last, It is conclude that we open a window for the public when we limit the right of information network transmit properly.
