摘　　要：集体安全制度以维持国际和平及安全为宗旨,是传统国际法向现代国际法发展的一个重要标志,在当前国际政治生活中占有重要位置。然而美国政府以“先发制人”自卫权为借口发动伊拉克战争,是强权政治和霸权主义的体现,给国际社会增添了许多不稳定因素,对联合国集体安全制度构成了巨大威胁与冲击,同时也为集体安全制度的调整提供了契机。Collective security system, aimed at safeguarding international peace and security, marks the development from traditional international law to modern international law and enjoys a significant position in international political life. The American government, out of hegemonism and power politics, launched the Iraq Wars on the excuse of ＂preemptive strike＂ as a self-defense right and brought instability to international community, which constitutes a great threat to the UN collective security system. It has also provided a chance for necessary adaptation of collective security system.
