遏制国有土地资产流失的新思路

摘　　要：从政府的角度看,国有土地资产流失有主观、客观两方面的原因,主观原因是政府管理不到位,客观原因是一些个人和企业钻政府管理的漏洞,进行违法交易。在介绍国有土地资产流失表现的基础上,总结其原因,并探讨遏制的对策:关键是要加强政府的管理,积极推进国有土地使用体制改革。In the government＇ s perspective, there are two reasons for the losses of state-owned land assets, objec- tively as well as subjectively. The subjective reason is the government＇ s poor management, while the objective one is the illegal deals made by some individuals and enterprises who take a advantage of the loopholes of the government＇ s management. This article introduces some displays of the losses of state-owned land assets firstly, and then summarizes its reasons and proposes some countermeasures, the key parts of which is to strengthen the government＇ s management and advance the reform of state-owned land utilization systems actively.
