摘　　要：高教改革不断推进,同时也出现了许多新情况、新问题。应从学校重大项目决策程序、会计委派程序、调离任审计程序等重点方面抓起,完善控制环境,健全内部管理控制制度。With reformation of high education moving forward constantly, there are a lot of new problems. So should perfect the control environment and the internal management control systems from decision procedure of great project from the procedure of great project, accountant appoint procedure and audit procedure of adjust and leave one＇s post.
