摘　　要：目的对天津市2004年医疗机构传染病报告情况进行质量评估,为进一步加强医疗机构的传染病管理,提高疫情报告工作质量。方法采用随机抽样法对全市18个区、县不同级别的医疗机构的传染病疫情报告及漏报情况进行调查。结果各级医疗机构对疫情报告管理制度的落实程度存在差异。门诊和住院部共查出乙、丙类传染病1034例,漏报270例,总漏报率26.1%。漏报率最高的是其他感染性腹泻,为60.3%。结论医疗机构应将传染病报告管理工作进一步规范化、法制化;建议加强《传染病防治法》,强化法制观念,提高传染病诊断技能和报告意识,以减少传染病漏报。Objective This study aimed to conduct a quality appraisal for reports of infectious diseases from medical organizations of 2004 in Tianjin City so as to find out problems and further improve management of medical organizations for infectious diseases, and to provide a reference for quality improvement of epidemic situation reports. Methods The approach of random sampling was used to conduct survey on reports of infectious diseases from medical organizations of different levels in the 18 districts and counties of the whole city, as well as circumstances of failure to report. Results There exists difference for the degree to which management system for epidemic situation reports is implemented by medical organizations of levels. In clinics and inpatient departments, totally 1034 cases were found infectious diseases of type B and C, 270 cases were failed to report, and the failure rate was 26.1% as a whole. The failure rate for other types of infectious diarrhea was 60.3%, which was the highest. Conclusion Medical organizations should further standardize the management for reports of infectious diseases, and establish a legal system for it. It is recommended that ＂Law on Prevention and Control of Infectious Diseases＂ should be fully understood, the concept of legal system should be strengthened, and the skill for diagnosis of infectious diseases, as well as the consciousness for reporting, should be improved so that failure to report may be avoided.
