摘　　要：作者以现实主义和新自由主义的基本观点为参考,从国际制度与权力政治关系的角度分析了国际制度在国际政治中的地位和作用。作者认为:国际制度相对于权力政治而言是居于第二位的因素,其作用的发挥受权力政治的制约;国际制度的合法性、互利性和适用性特征使其具有了一定的自我实施能力。国际制度在受制于权力政治的同时也能对权力政治发挥不可忽视的缓解和制约作用。随着国际环境相关因素朝着有利于国际制度增生和发挥作用的方向转变,国际制度的这一作用会日趋凸显。With reference to the basic assumptions of realism and neo-liberalism, the author analyzes the status and role of international institutions in international politics from the perspective of their relation with power politics. The author argues that, compared with power politics, international institutions are only a secondary factor whose functions are contingent upon the structure of the distribution of political power. Nevertheless, with a legitimate, mutually beneficial, and adaptable nature, international institutions have a certain degree of self-enforcing capability. Thus, they can still exert conside￣rable leverage on power politics. The author concludes that as the international environment becomes favorable for the development of international institutions, the role of leverage will be even more prominent.
