摘　　要：排污权交易制度是有效实行总量控制的环境经济手段。分析我国实行排污权交易制度中所遇到的问题,提出一些改革建议。Transaction for an authority of pollutant drainage is an effective economical approach to control the total volume of pollutant. In this paper, author analyses the issues in the process of transaction system for an authority of pollutant drainage, some countermeasures to be used in China are discussed.
