摘  要:中国海洋石油总公司为提高资金运营效益,对资金管理方式做了重大改革。改革的基本原则是:总公司系统的资金要最大限度地集中到总公司;总公司下属各单位的合理资金需求要获得及时、足够的供应;总公司系统的流动资金要降到可能的最低限度。通过对油公司系统实行收支两条线以及对专业公司实行“内部银行”的做法,海洋石油总公司保证了生产建设各项费用的及时结算与支付;做到了按时偿还贷款本息,提高了总公司的信誉;形成了资金的良性循环,增强了自我发展能力。资金集中运作,除具有极为可观的经济效益外,还促进了其他许多方面的改革。The China National Offshore Oil Corporation has implemented extensive reforms of its system of funds management in order to raise fund operating efficiency. The basic principles of the reforms are to maximize concentration of funds within the corporation, to promptly satisfy rational demands of CNOOC's subsidiaries for funds, and to reduce circulating funds to a minimum. CNOOC has implemented a dual income and expenditure system and an 'internal bank' system for its oil companies and special-ized companies respectively, thus guaranteeing the timely settlement and disbursement of expenditures for production and construction, as well as the prompt repayment of both capital and interest on loans. These measures have heightened CNOOC's credibility, created a sound cycle of fund circulation, and strengthened the capacity for independent development. The centralization of fund operations has not only created significant economic advantages, but also promoted reforms in numerous additional fields.
