摘　　要：不同国家和地区的养老金管理体制不尽相同,但大致可分为公共管理模式、私人管理模式和混合管理模式。从世界范围看,为了适应养老保障形势的需要,有效应对养老金危机,养老金管理在管理理念、管理方式、管理制度、管理内容等方面发生了一些新的变化,强调引入市场机制,行政管理和业务管理相分离,注重基金监管,追求社会综合效益。我国应逐步引入市场竞争机制,调整政府在养老金事务中的职能,建立分权式养老金管理体制。Different countries have different management systems of pensions. However, there are generally three typical types of management systems, namely public managing, private managing, and mixed managing. The new trend of development in the world pushes China to reform and perfect its pension management system. Such steps are called to be taken： introducing market competitive mechanism, transforming the government functions so as to be responsible only for legislation, supervision, and irregularity handling, and establishing decentralized management system.
