完善我国农村社会养老保险的立法思考

摘　　要：改革开放以来,我国农村经济有了很大发展,许多地区的农民已经开始富裕起来,农村的社会经济结构也发生了很大的变化。随着社会主义市场经济体制的建立,农村人口老龄化与家庭小型化趋势加强。当前,如何建立和完善一个与经济发展相适应的农村社会养老保险制度已成为关系我国农村社会发展乃至整个社会保障体系合理建构的重要课题。该文在分析农村社会养老保险制度的基本理论的基础上,分析了现阶段我国农村社会养老保险制度存在的问题,并对如何完善我国农村社会养老保险立法提出了立法思考。Since the reforming and opening began, the rural economy has been developing rapidly, many peasants have become the - F ncner,ana structure orrural economy has changed a lot. Since the building of socialist market economic system, the tendency of population growing to the old age and that ofsmall - scale families m rural area. At present, howto establish and perfect a rural social basic old- age pension system m conformity with economic development to become and corlcern the rural social development and eventlle whole social security systern of our country is the important subject constructed rationally. This text is on the basis of analysing the basic theories of the rural society＇s basic old- age pension system,have comparatively, analysed our country＇s rural social basic old - age pension system existing problem of the present stage systematically, and to how perfect our country＇s rural social endowment insurance is it is it is it think to legislate to get out of to legislate.
