摘  要:从绩效角度,1.提出“当量可渗水面积率”概念;2.通过雨水截流量比率确定可渗水面积折算系数,推算出适用于北京城区及其近郊的当量可渗水面积折算系数简表;3.提出基于绿地率指标的当量可渗水面积率估算模型,与现行控规指标体系衔接;4.给出基于当量可渗水面积率的奖励办法。案例应用表明,当设计暴雨频率P≥20%时,水环境友好设计可保证北京近郊开发后地表径流增量为0,全部就地滞蓄、再利用。This paper, on a performance basis, (1) defines the concept of Pervious Cove equivalence (PCe); (2) estimates the PCe coefficient for each typical kind of land cover by estimating the detention capacity with and without storm water facilities and, provides with a concise table of PCe coefficients applicable to the inner city and outskirt of Beijing; (3) presents a PCe estimation model in accordance with the green area ratio enacted in development control; and (4) suggests the PCe based zoning incentives. Finally our experimental design demonstrates that a water sensitive design will help retain a zero increase in the total outflow after development in the suburban of Beijing through maximizing the detention capacity when the rainfall frequency is no rarely than 20%.
