摘　　要：解决民营企业融资难不仅要关注当前问题,更要关注民营企业未来发展的融资问题,因此制度上的融资机制安排是解决问题之本。支持民营企业可持续发展的融资服务应建立系统融资框架,系统融资框架包括政策管理机构、民间金融组织、征信系统和担保机构等。In order to smooth away non-governmental firms＇ difficulties in financing, we should not only give attention to the present existing problems but also show deep concern over the future financing development, in this sense, the arrangement for financing mechanism is the foundation of the problem-solving. This paper aims at illustrating the necessity of setting up a systematic financing framework from the angle of financing service which provides support for non-governmental firms＇ sustainable development. The framework includes policy authorities, non-governmental financial organizations credit rating system, guarantee institutions, etc.
