摘　　要：针对我国灾害和事故隐患严重,而风险管理水平相对薄弱的现状,提出了一种适合中国国情的“面向社区的全过程风险管理体系(COPRMS)”模型。阐述了COPRMS风险管理模型的理论基础,以及在我国综合灾害风险管理中的应用。There are many serious potential hazards in China today but the risk analysis and management still linger management model combining two opposite approaches of ＂from top to bottom＂ and ＂from bottom to top＂ which emphasizes the policy support from the government in higher level and the public participation in communities during the whole process of risk management. The theories and applications of COPRMS model are discussed in this paper.
