摘　　要：本文提出了钢铁产业发展面临的五个方面的问题,根据创新管理前沿理论———产业创新系统及其相关理论,分析了钢铁产业创新的特点,提出三项管理措施,得出如下主要结论:我国钢铁产业的发展问题,最主要的是产业创新能力不强、创新管理薄弱及产业创新系统不健全等问题;提升我国钢铁产业自主创新能力的必要途径是用产业创新系统思想来指导钢铁产业发展;积极推进自主创新是发展钢铁产业的良策;钢铁产业的技术创新主要体现为工艺创新;结构优化、产业布局、环境保护等问题可通过积极有效的产业创新政策得到解决。The paper discusses the questions of five aspects against the development of China＇s iron and steel industry at first. Based on the theory of industrial innovation system （ IIS）, the front theory of innovation, and related theories, the paper analyzes the characteristics of industrial innovation in iron and steel industry, puts forward three management measures, and gets its main conclusions as follows： the developmental questions of China＇s iron and steel industry are low industrial innovation capability, weak innovation management and distempered IIS; the essential way to promote endogenous innovation capability of the industry is guiding the development with the thought of IIS; it＇s a good plan for development the industry to advance endogenous innovation ; the technological innovation of the industry is mainly incarnated in the process of innovation; and the questions of industrial distribution and environment protection can be solved through positive and efficient industrial innovation policies.
