摘　　要：本文研究了基于W SR方法论的科技投入宏观系统管理,构建了科技投入系统物理因素、事理因素、人理因素的三维体系,针对宏观管理系统中行为主体的复杂特性,重点对人理因素的科技活动执行主体行为、管理组织行为综合模型、关系协调与控制手段等进行了深入分析,为有效解决科技投入宏观系统管理中的协调与控制这一复杂问题提供了理论基础和指导原则。This paper has studied S＆T input macro and systematical management based on WSR methodology, established its three - dimension graph including WuLi, ShiLi and RenLi. Furthermore, with regard to the complexity of units ＇ behavior in S＆T input system, the paper has analyzed thoroughly RenLi related factors such as S＆T undertakers＇behavior, comprehensive model of management and organization behavior, means of relation coordination and control etc. and provided theoretical basis and guiding principles for the settlement of coordination and control in S＆T input macro and systematical management.
