摘 要:我国电力市场初期,AGC机组的选择和考核补偿两大问题亟待解决。基于层次分析法(AHP-AnalyticHierarchyProcess)提出一种综合评估AGC机组的方法。讨论了AGC机组提供辅助服务的特点,并以AGC机组容量价格、电量价格、调节容量、调节速度4个指标为例说明了利用AHP综合评估AGC算法的实施方法。该方法用于在市场环境下选择性价比高的AGC机组运行,根据考核评估结果补偿AGC机组,提出2种补偿算法,构造出一套完整的评估补偿机制。算例说明该机制能鼓励发电商报低成本,积极提供性能优良的AGC机组,促进调节性能差的AGC机组进行技术改造。该算法灵活、简便,具有实用价值。The evaluation and compensation of AGC units are two problems desiring to be resolved in the prime period of electricity market in China. An AHP (Analytic Hierarchy Process) based method for assessing AGC generators comprehensively was proposed. This method is used to select the AGC generators having high performance-price ratio in the market environment and compensate the AGC generators according to the assessing results. Two compensating algorithms were proposed to form a complete assessing and compensating mechanism. The characteristics of AGC generators were discussed when they provided ancillary service, and took capacity price, energy price, tuning capacity and tuning speed these four indices as examples to illustrate the procedure of the comprehensive method based on AHP for assessing AGC generators. The case study shows that this method can inspire generating merchants to bid as low price as possible, provide generators with good AGC performance, and improve the technology of generators with bad tuning performance. This method is flexible, simple and applicable.
