摘　　要：目的探讨适应“大通关”战略新形势的卫生检疫监管新模式。方法对东莞外贸生产企业的特点和卫生检疫监管现状与当前形势的要求进行分析。结果对以加工贸易为特点、报验批次特别庞大的东莞外贸生产企业,经第一口岸进行了卫生处理的疫区货物,实施“三电工程,快速核放”; 未经卫生处理的和属东莞第一口岸报检的疫区货物实施“重点卫生检疫监管”。结论卫生检疫监管新模式的实施,真正从意义上实现“提速、减负、增效、严密监管”的目的。Objective To discuss the new mode of health quarantine and inspection to suit for the strategy of further ＂speeding up customs clearance＂. Methods To analyze the characteristic of processing and manufacturing trade companies in Dongguan, as well as the actuality of quarantine health and inspection, also to analyze the need for the current circumstance. Results Cargoes from epidemic areas, which have been given decontamination treatment in first entry port, are to suit to a mechanism which implement electronic declaration, electronic visa and electronic transfer （＂three electronic＂ project） to expedite the clearance; whereas cargoes from epidemic areas, which have not been given decontanlination treatment or need to be declared first in Dongguan Port, are to suit to a mechanism which implement more strict sanitation quarantine and health inspection. Conclusion The implementation of the new mode of health quarantine and inspection would improve the service quality and achieve the objective ＂more quick, more efficient, burden-reducing and strict supervising＂.
