摘　　要：本文针对当前持续发展问题的迫切性，就持续发展内涵、共性、落后和发展中地区持续发展特性，持续发展战略的制订原则、内容、制订和调整程序等持续发展理论问题提出了看法．This paper discusses the theoretical problems of sustainable development, such as the connotation and generality of sustainable development, the characteristics of sustainable development for the backward and developing regions, formulating principles and contents of sustainable development strategy, procedures of the strategy formulation and adjustment, ect. It also aimed at the urgency of the sustainable development problems at present.
