摘　　要：近年来,随着城市体制改革的逐步深入和市场经济的日益完善,黑龙江省城镇居民贫困化问题逐渐演化为一个影响经济发展和社会稳定的严峻社会问题,人力资本在城市反贫困中发挥着重要的作用。In recent years, with the deepening of the urban system reform and the development of market economy, the poverty of urban residents in Hei Longjiang province is emerging as a serious problem threatening economic development and social stabity,human capital plays an important role in urban anti-poverty.
