摘　　要：黄河洪水依然是中华民族的心腹之患。黄河洪水测验、预报及洪水管理的方法、流程及解决有关问题已有了新的思路。实时在线水文测验、时间空间连续的暴雨洪水监视及预报系统正在建设之中。从抵抗防御洪水到管理洪水的转变也正在实践中,黄河水文现代化的框架正在形成。The floods occurred in the Yellow River are still the serious hidden danger for Chinese nationality. This paper describes the general methods, new concepts and working flow of flood measurement, forecast and management. The real-time on-line measurement devices, temporal and special continuous rainstorm and flood monitoring and forecasting system are under construction. The shift from struggling and controUing flood to managing flood is also on the way.
