基于外部性内部化的煤层气项目综合经济评价模型

摘　　要：煤层气项目具有显著的正外部性,但受多种因素影响,该类项目的商业开发积极性不高。客观估量煤层气项目外部性,增强其财务可行性,对促进煤层气商业开发利用有积极意义。文章在考虑煤层气项目经济、社会、环境影响的基础上,将其外部性影响定量化、货币化,并内部化到财务评价,构建了煤层气项目综合经济评价理论模型。该模型能较好地协调项目投资方及相关方利益,克服煤层气项目经济评价的传统方法不能客观反映煤层气项目正外部性的缺陷,对煤层气项目投资决策、制定促进煤层气开发利用的财税政策、以及建设项目评价方法与参数的修订有一定的参考价值。The coal-bed methane's rational usefulness and exploitation administered to guarantee China's safety in energy sources, environment and mine production, promoted diggings and circumjacent regions to achieve sustainable development. Although the coal-bed methane projects had prominent positive externality, most investors wouldn't like to invest on them because of many factors. So it was very important that we objectively estimate these projects' externality and enhances feasibility in finance evaluation of these projects in order to accelerate their exploitation. Based on the study of influence of economy, society and environment about coal-bed methane projects, a theoretic model was established of economy evaluation on coal-bed methane projects, through internalizing the exterior cost of economy and society to financial evaluation. The model can harmonize the benefit between the investors and other related parties; can also overcome the traditional methods' shortcoming, which failed to reflect the positive externality of the coal-bed methane projects. Furthermore, the method can be applied to decision-making of the coal-bed methane projects, constituting fiscal and revenue policy to promote the exploitation and emending evaluation methods of construction projects and their parameter.
