摘　　要：城市是不断发展的,在城市的历史文化保护中应该正确认识保护与发展的辨证关系,积极平衡二者之间的矛盾,并在城市历史文化保护规划中引入发展的观点,使城市历史文化保护与城市发展达到和谐统一。City is in developing, the dialectical relation between the development and protection in the history and culture protection should be realized, and we should balance positively the contradiction, lead into the view of development in urban history and culture protection planning, ensure the urban history and culture protection to unify together harmoniously.
