摘　　要：基于中国网络教育技术标准(CELTS)分析了当前课程制作系统的现状,比较了多媒体同步课程、纯多媒体课程和简单HTML课程的区别,提出了基于CELTS的多媒体同步课程制作系统,针对系统中的标准实现和同步解决方案进行了分析和研究,给出了详细的系统实现。通过此项目将会提升网络教育的服务质量,促进CELTS在网络教育中更广泛的应用。This paper analyzes courseware systems ＇present situation based on Chinese E-Learning Technology Standards （CELTS）. After comparing the differences among multimedia synchronous courseware, pure multimedia courseware and simple HTML courseware, this paper proposed a method to design the multimedia synchronous courseware systems based on CELTS standard. After researching the standard＇s realization and synchronous solution in details, this paper provided a system to realize the tool. The result showed that this project has promoted CELTS standard＇s utility in E-Learning.
