新疆制糖业生产集中化与生态化互动发展战略研究

摘　　要：按照党中央“十一五”规划建议的要求,新疆制糖必须实现集中化与生态化互动,即构筑“种养加”纵向循环生态产业链,通过节地、护地、养地稳定加工,在此基础上实施生产集中,并逐渐造就经济单位之间的规模差,继而构筑区域产业内基于副产物无二次污染再利用的横向耦合生态产业链。与此同时,要着力实现“贸工农”联动,推进生态化、集中化发展战略的实施,促进新疆制糖业可持续发展。实施这种战略,需要企业和政府共同行动。According to the requirement of the CPC＇s ＇the Eleventh Five-Year＇ Program, the sugar industry in Xinjiang is to develop by integrated ecology-friendly assembly production, that is to say, a vertical ＇planting-growing-processing＇ coo-industry chain to be set up by saving, protecting and keeping land. On this basis, integrated production is to form gradually difference in scale among sugar factories can be achieved; horizontal eco-industry chain can be set up based on pollution-free side-product reuse. At the same time, sugar industry in Xinjiang must move towards ecology-friendly assembly production and towards international sugar market as soon as possible. To carry out this program, the government and enterprises must make jointefforts.
