摘　　要：动态一致性问题是经济政策研究中的新课题,动态不一致的经济政策降低了经济政策的效果,使用有效的方法来降低动态一致性是十分重要的。财政政策是经济政策的重要组成部分。作为一个发展中国家,财政政策的低效运行,影响了经济增长。因此,对这些问题进行综述和分析不仅有着十分重要的理论价值,而且还能为我们的政策设计提供有益的启示。The problem of time- consistency is the new subject in the study of economic policy. The time - inconsistency problem reduced the effect of economic policy. It is essential to depress the negative effect with useful method. The fiscal policy is a big portion of the economic policy. As China is a developing country, its fiscal policy is still of low efficiency, and limits the economic growth. Some suggestions are put forward in the paper.
