财政支农支出对西部农业经济增长的贡献

摘　　要：农业是西部经济发展的基础,农业的发展需要财政的支持。本文利用生产函数框架对1999—2003年西部各省农业经济增长的面板数据进行实证分析。研究发现,地方财政支农支出有利于农业经济增长,其产出弹性系数为0·06;进一步考察发现,各省农业投入要素的贡献率不同,可据此将西部各省农业经济增长类型分为三类。Agriculture is the base of western economy, and its development need the support by the fiscal expenditure. This paper constructs a production function model with western agriculture based on panel data from 1999 to 2003. The empirical outcome shows that the fiscal expenditure on supporting agriculture is helpful to agricultural economic growth and its output elasticity is 0. 06. It＇s also found that the contributing rate of each factor is different among provinces. According to these contributing rates, the twelve provinces are classified by duster analysis and the characteristic of each type is discussed in the end.
