摘　　要：目前,我国各地为了扶植和规范萎靡的公共图书馆事业,纷纷制定地方性公共图书馆规章或办法,然内容过于笼统、操作性差,法律地位不高,执行困难等仍是各地方公共图书馆立法的通病。借鉴国内外公共图书馆立法的先进做法,是改进以上弊端的重要途径。Presently, in order to support and regulate atrophic public library undertaking in China, many regional governments and legislatures enact different regulations and rules on public library administra tion. However, the common problems still exist： their legal status is low, the content is very general and uneasy to be applied, they are difficult to be enforced, etc. The important way to solve the above - mentioned problems is to learn from the inland and overseas advanced experience on public library legislation.
